Deputies identified: Cody Shobe, Chris Noel involved in fatal shooting

NORMAN — The Cleveland County Sheriff’s Office released the names of two deputies who remain on paid administrative leave following a deadly shooting Saturday in Norman.

About 8:45 a.m. Saturday, Deputy Cody Shobe stopped a GMC sport utility vehicle for a traffic violation near the intersection of 24th Avenue Southwest and Boyd Street in Norman.

The driver identified as Christopher Mormann, 36, of Noble, and his passenger, Nicholas Popplewell, 27, of Norman, were the only occupants inside the SUV. Soon after, Deputy Chris Noel and his K-9 partner arrived at the traffic stop to assist.

During the traffic stop, Mormann advised Shobe that a gun and drugs were in the vehicle. The K-9 alerted to the presence of drugs shortly after Mormann’s admission. During contact, Popplewell ran to Noel’s patrol car and got inside the vehicle.

Shobe ran after Popplewell and attempted to extract Popplewell from the patrol vehicle. Popplewell managed to put the vehicle in drive and drag Shobe a short distance.

Noel opened fire and struck Popplewell. Popplewell was transported by ambulance to Norman Regional Hospital, where he was pronounced dead.

Detectives have confirmed three outstanding warrants for Popplewell’s arrest. Records show that a felony warrant was filed in McClain County for first-degree robbery and aggravated assault and battery. Two warrants were filed in Cleveland County for failure to appear on a pending case and petit larceny.

Mormann was booked into the Cleveland County Detention Center on complaints of possession of marijuana and possession of paraphernalia. He bonded out of jail Saturday afternoon.

Investigators continue to interview witnesses and examine evidence. Once detectives have completed their investigation, they will turn their findings over to the Cleveland County District Attorney’s Office, who will determine whether the shooting was justified.

Sheriff Joe Lester and investigators would like to thank the Norman Police Department and University of Oklahoma Police Department for assistance at the scene Saturday. Investigators from both agencies aided with collecting and processing evidence. Their assistance continues to be invaluable in the investigation.
