Police involved in internet crime task force

NORMAN — Norman police recently reinvigorated their involvement with the Oklahoma Internet Crimes Against Children Task Force.

The police department has been a part of the ICAC Task Force since 2006, but it wasn’t until recently that the department began expanding that partnership to more actively pursue Internet Crimes Against Children.

The ICAC Task Force is made up of agencies from across the United States. The Oklahoma Division ICAC Task Force is run and administrated by the Oklahoma State Bureau of Investigation.

Active participation in the task force acts as a “force multiplier” for the community and gives the police worldwide investigative influence.

Recently, Norman police, as an ICAC partner, were contacted by the San Diego, Calif., ICAC Task Force and the U.S. Navy Naval Criminal Investigative Service out of San Diego in regard to potential child victims in Norman.

Norman police ICAC members, working in partnership with numerous other agencies, sprang into action immediately and began to work on the Norman component of the investigation.

Norman CVU/ICAC detectives worked the investigation in partnership with members from the National Center for Missing and Exploited Children, Oklahoma ICAC, San Diego ICAC, the U.S. Naval NCIS, the Mary Abbott House and the Cleveland County District Attorney’s Office.

The Norman police department has a full-time Child Victim’s Unit that works out of the Mary Abbott House in Norman.

San Diego NCIS agents flew to Norman and worked side by side with Norman CVU/ICAC detectives to identify four child victims here. Based on this work, they found probable cause to secure an arrest warrant, with the assistance of the Cleveland County DA’s Office.

Once the warrant was issued, the ICAC Task Forces worked together and identified the suspect in Japan. Because of the ICAC task force network, police had the suspect extradited to San Diego, where he was placed into NCIS custody on the Norman warrant.

The incident was one example of how being able to participate in partnerships like ICAC allows Norman to expand and enhance their investigative abilities to protect the children of the Norman community.
