Joseph Kimmons, OHP veteran of 14 years, involved in roadside shooting

NORMAN — The Oklahoma Highway Patrol identified the trooper involved in Sunday’s roadside shooting on Interstate 35 near Tecumseh Road.

Joseph Kimmons, 37, is a 14-year-veteran of OHP who was responding to a road rage incident around 10:30 a.m. Sunday.

OHP spokesperson Betsy Randolph said Sunday that when the trooper arrived, three males were in one car and a female was in the other car. The female told troopers it was a road rage incident, Randolph said.

“When the trooper tried to take control of the situation, one suspect became physically combative,” Randolph said.

Reportedly, the trooper and one of the males began wrestling and rolled into the ditch.

“At some point, he felt his life was in danger,” she said, which is when the trooper shot the individual.

The suspect, who is a juvenile, is not being identified pursuant to state confidentiality laws, an OHP press release said Monday. The teen was taken to a local hospital, where he was treated for his injuries and remains hospitalized today in good condition, the release said.

The males involved in the incident were ages 16 and 14, according to Malik Leigh, a family attorney representing the children.

“They did not put the officer in fear of his life, and the officer shot the child while he was on his knees, arms crossed, and the officer was standing up and at a distance,” Leigh said in an email Sunday night.

Trooper Kimmons is on paid administrative leave and was treated at the scene for minor injuries from the scuffle.

The incident remains under investigation.
