'Progressive action' provokes a no vote on Tuesday

Please refer to articles "Curbside recycling nets about 100 tons per week" of March 22, and "City's curbside recycling participation "remarkable" of April 24, published in The Transcript.

The first reported statements made by Ken Komiske, utilities director. Recycling efforts would dump to the landfill 5,000 tons per year and save the city $75,000. Math?equates a collection, transportation -- dumping cost of $15 per ton.

An e-mail dated March 24 from Norman City Manager Steve Lewis stated 27,842 households would be billed $3 each to recycle or $36 per year. That equates to a cost of $1,002,312.

Each ratepayer saves the City $2.694 per year at a $36.00 cost.

The second article stated 293 tons were recycled in March. If sustained, the city will reduce dumping to 3,516?tons per year, have savings of $52,740; or only $1.894 per each $36.00 charge.

The article reports that "most cities have only 25 to 35 percent participation, compared to Norman's 50 percent." When enthusiasm wanes expect collections to drop to about 176 tons per month or 2110 ton per year, saving about $31,644; or $1.137 per each $36.00 charge.

An article in the Tuesday issue of the area's largest news publication stated that range as 15 percent to 35 percent. Don't expect Norman to be different; so expect a collected tonnage of about 1,758 tons per year, savings of about $26,370 and as little as $0.914 per $36 charge. That is deplorable.

No doubt Waste Management, the recycling contractor, could have provided insight as to these wee savings; and had they, you and I must wonder why our city council ever called an election or approved the contract.?

Waste Management is the primary beneficiary of the contract. Norman citizens pay collection and processing costs yet no cent of income from sale of that sold is returned to the city. The city has made a contract with no escape clause; and be assured that monthly charge will increase as tonnage and profits drop but?costs increase.

This kind of Council and Management "progressive action" provokes the question: Will you vote a half cent sales tax; and huge bond issue for a library "somewhere downtown?"

?I won't. Will you?
