I urge the city council to vote against the Campus Corner “NE” High Density Project.
I am not against high density when it is compatible with the neighborhood. I do not think this project is in any way compatible with Campus Corner. Campus Corner is a designated/destination that is part of Norman for residents, students and visitors. If this project goes forth it will change this area forever. It will become a draw only for students.
Contrary to the Planning Staff Report to the Planning Commission, I do not see how the three projects cited in that report compare to the Risser/NE project. These three projects are several blocks from the core of Campus Corner business district and more importantly, are under 50 units. How do you justify a 200 unit project with 306 parking spaces on the basis of these other projects? One of the proposed projects closest to Campus Corner is supposed to include only 12 units.
This Planning Staff Report was sent to the Planning Commission stating that the staff had yet received the requested traffic study from TEC, the traffic consulting firm for Risser/NE project. The requested revised traffic report was received after the Norman City Planning Staff stated that “there would be no adverse traffic impacts to surrounding properties or the vicinity.” does this mean that approval is given no matter what the outcome of this requested revised report?
Duffy now appears to be aligned with the project exit to encourage use of that street. What will be the impact of additional traffic going through the neighborhoods and waiting for passing trains?
I am also wondering how this project comes in under the intent of C-3 zoning? The C-3 ordinance appears to relate to commercial development with an exception if a small part of a project is mixed use residential. This is the opposite. A very small part of this project is commercial and a majority residential.
Too many questions remain about this huge residential project in its present form. I ask that on June 25, 2013, the city council meeting, that the application for this project be denied or the applicant be required to return with a development that is more compatible with Campus Corner and the neighborhoods that surround it.
