OKC man charged with 12 counts of child sexual abuse

NORMAN — An Oklahoma City man was charged in Cleveland County District Court on Wednesday with 12 counts of child sexual abuse to three children.

Robert Allen Shirley, 53, was to be transported Wednesday to the Cleveland County Detention Center with his bail set at $600,000, according to a note written on the probable cause affidavit.

The affidavit states that Shirley’s wife reported four children told her they were sexually molested by the man. Shirley allegedly made the children shower together and touch each other inappropriately, and he would engage in inappropriate sexual acts with them.

Shirley was only charged with child sexual abuse to three of the children because one of the boys avoided many of the questions during the forensic interview, according to the affidavit.

The affidavit said the boy, 11, was “obviously embarrassed,” so he did not disclose any information at that time.

The children, two females and two males, ranged in age from eight to 11. The abuse began nearly two years ago beginning with the oldest female who is now 10, the affidavit states.

Shirley allegedly began the abuse when he called the girl into his bedroom, made her lay on his bed, pulled her clothes off and began talking to her about sex. At that time, the girl told interviewers Shirley tried to have sex with her, the affidavit states.

Soon he was making her, her younger sister and her two brothers perform oral sex on him, according to the affidavit.

The sexual abuse then progressed to the point where Shirley would have the girls shower with the boys and perform oral sex on each other while he watched, the affidavit stated.

One of the children also disclosed in the interview that Shirley made him watch while he raped his sister so he would “know how to have sex with her.” Shirley then made him attempt sex with his sister, the affidavit states.

All of the incidents occurred in Shirley’s home in Cleveland County.
