Changes in the valuation limits for review of contracts by the Norman City Council and for competitive bidding of City purchases will be considered in Tuesday's council meeting, set for 6 p.m. in the Municipal Building Council Chambers, 201 W. Gray St.
Also on the agenda is a progress report on the Porter Avenue Corridor Study.
The council will consider resolutions declaring a recoupment project for costs associated with improvements to Rock Creek Road between 24th and 36th avenues NW; and appropriating $15,000 for acquiring right-of-way for the Rock Creek Road overpass project.
Among the items on the consent docket for Tuesday's meeting are:
· First reading by title of ordinances adding a parcel of land to the Park Hill Planned Unit Development at 12th Avenue NE and Tecumseh Road, including a change in zoning from local commercial district to PUD; and amending the city code to reduce the amount of the maintenance and replacement guarantee for required landscaping;
· Bids for the East Rock Creek Road water line relocation and for the purchase of road materials;
· Acceptance of easements in connection with the Robinson Street grade separation project;
· Acceptance of $112,189.61 in reimbursement from the Office of Emergency Management for damage from last winter's ice storms;
· A grant of up to $150,000 from the state Office of Homeland Security to establish a temporary (two year) intelligence analyst position for the Norman Police Department;
· A $25,000 grant from the Department of Defense Office of Economic Adjustments for assessment of the facilities at the Joe A. Smalley U.S. Army Reserve Center at 1507 W. Lindsey St.;
· Limited licenses for placement in public rights-of-way of 44 signs for ABLE of Norman's annual Easter lily sale and three banners for the Firehouse Arts Center's Chocolate Festival;
· A $26,086.87 increase in the City's contract with Beck Disaster Recovery Inc. for additional disaster management and recovery services;
· Two amendments in the contract with HNTB Corporation in the amounts of $106,000 and $11,700 for additional engineering design work in connection with the Robinson Street grade separation project;
· A contract with Clearwater Environmental Services Inc. for investigation of an underground storage tank site at 121 S. Peters Ave.;
· A resolution celebrating and honoring the life of Dr. Martin Luther King Jr.; and
· Proclamations declaring January as National Mentoring Month and 2009 as the International Year of Astronomy in the City of Norman.
The meeting will be preceded by a 5:30 p.m. conference session to discuss a Briggs Street water/sewer solution and an ordinance regarding littering around dumpsters.
