A jury sided with the City of Norman and three of its inspectors Friday in a civil trial that accused the workers of harassing a local contractor.

Jack D. Jay Commercial Concrete had accused David Woods, Tim Adams and John Yaroslavski of inspecting his work critically in a way designed to harass and annoy Jay.

The jury didn't agree with Jay's claim for negligence and decided in favor of the city and the three defendants. Jurors were given instructions Friday and the trial concluded that afternoon.

Jay filed the lawsuit Aug. 1, 2007, according to court records.

Jack D. Jay Commercial Concrete had asked the court for actual damages in excess of $10,000, punitive and exemplary damages in excess of $10,000.

District Judge William Hetherington Jr. presided over the trial. Norman attorney Stan Ward represented Jay, and attorneys Michael Chaffin and Rick Knighton represented the defendants.
