Chairman Rod Cleveland began the meeting of the Cleveland County Board of Commissioners Monday with a moment of silence for former Cleveland County Sheriff F. DeWayne Beggs.

Beggs died May 15 in Norman. His services are 2 p.m. Tuesday at Journey Church. Graveside services will follow at IOOF Cemetery in Noble.

Beggs retired April of 2008 after nearly four terms as sheriff. When he was first elected in 1992, he was the first Republican in modern times to hold the sheriff's post.

Commissioners will work with the Citizen Pottawatomie Nation to get funding for four stretches of roads in district 2 of Cleveland County. They are 149th between Sunnylane Avenue and Pott County Line Road, Luther Road between Robinson and Indian Hills streets, Newalla Road between Lindsey and Indian Hills streets and Pott County Line Road between 149th and 164th avenues.

The board also approved a request of a six month extension of a 2007 Community Development Block Grant for the Rural Water District 1.

Legal counsel David Batton told commissioners they should receive a contract with Cleveland County Detention Center project manager Rees Associates of Oklahoma City when they meet as the Cleveland County Justice Authority. Rees was hired last week. Batton said everything was in order and the jail was on schedule and the signed contract should be back in Norman Monday afternoon.

Other action taken by commissioners was:

· Approved a detention service agreement between Cleveland County and Muskogee County Regional Juvenile Detention Center at $23.27 per day per child from July 1-June 30, 2010.

· Approved a grant (Justice Assistance Grant) application from Cleveland County Commissioners for the Pictometry Visualization -- Planning Tool.

· Accepted bids for an inmate telephone system for the Cleveland County Sheriff's office. They may award a bid at a later time.

· Awarded a bid to Spectrum reader board sign for the Cleveland County Fairgrounds on the recommendation of fairgrounds maintenance supervisor Bryan Jenkins.

· Approved a year lease agreement between Cleveland County Facilities Authority and Crossroads Youth -- Family Services from for space leased at 1650 W. Tecumseh Road in the amount of $1,680 per month.

· Appointed Eddie Foreman to the Workforce Investment Board as a fiscal agent.

· Agreed to pay an invoice from Pottawatomie County Public Safety Center for housing inmates for the month of April in the amount of $20,512.

· Approved the April, 2009 monthly report by Shari Kinney, health department.
