NORMAN — The third quarter of the year is the biggest for U.S. retailers. It easily tops back-to-school shopping and any other holiday for driving customers to shop.

Consumer confidence may be shaken a bit this holiday season. Congress’ 16-day, partial shutdown of the federal government and upcoming budget negotiations are getting the blame.

Shopping dipped during the shutdown. Fewer people bought clothing, furniture and automobiles, durable goods that are often put off when times get tougher.

The agreement that funds the federal government until Jan. 15 and gives the Treasury the ability to borrow money until Feb. 7 may not give shoppers the reassurance they need to swipe those cards.
