Shannon won’t face criminal charges

NORMAN — Oklahoma linebacker Frank Shannon will not face criminal charges for an alleged sexual assault. Any punishment he receives will be through the University.

Cleveland County District Attorney Greg Mashburn told the Transcript on Thursday his office will not pursue charges because it was unclear what had transpired between Shannon and the woman. Also, the woman signed a form requesting the office not pursue charges.

A source close to the investigation told the Transcript the Norman Police Department is no longer pursuing the investigation.

According to a Title IX sexual misconduct allegation report obtained by the Oklahoman on Wednesday, Shannon was accused of attempting to forcibly have sex with a female OU student on Jan. 20.

Under Title IX, any claims made by a student of sexual assault, discrimination, harassment or misconduct must be investigated by the school’s Sexual Misconduct Office.

According to Title IX, the investigation must be independent from any criminal investigation and must commence within 10 working days of receiving the complaint.

If a conduct violation is believed to have occurred, an investigation report is sent to the university’s Student Conduct Office.

The accused is required to meet with OU’s director of student conduct to discuss proposed sanctions. The actions can range from counseling to expulsion.

Sanctions can be appealed to a three-member disciplinary panel if the accused wishes.

Where OU’s investigation sits is unclear. The school has declined comment on the situation.

Shannon did not participate in the two public events that were part of spring drills — a practice open to students and media on April 10 or the spring game on April 12.

After the spring game, OU coach Bob Stoops said Shannon did not play due to “personal issues.”

However, photographs on the team’s web site — — showed Shannon participating in practices during the spring. He also remains on the roster.
